This is a genetic defect that prevents full development of the eye.  The eye may not receive proper blood flow (Choroidal Hypoplasia) or a defect of the optic nerve (Coloboma) or the thinning of the sclera, or white of the eye (Staphyloma) or even retinal detachment.  While many herding breeds can have this, collies most prevalently, this may not affect the vision.  If the symptoms do present, they will be partial or total blindness.
