In addition to any other right of action or recovery otherwise available, a disabled person whose guide, hearing, or service dog is injured due to negligence in the handling of a dog by another person that is the owner or handler. Damage can include but are not limited to veterinarian fees, retraining costs, replacement costs, lost wages, or damages due to loss of mobility.
