1) A population control program shall be created to reduce unwanted and stray dogs and cats. The program shall provide low cost spay and neutering.
2) To be eligible, the owner on file must be a resident.
2-A) No dog imported from another state, is adopted from an facility or veterinarian that is capable of performing the alteration is eligible for low cost alteration.
4) In addition to the alteration, pre-surgical immunization against distemper, hepatitis, leptospirosis, parvovirus, and rabies for dogs and feline panleukopenia, calici, pneumonitis, rhinotracheitis, and rabies for cats.
