1) Any municipality will provide a facility to spay and neuter dogs and cats owned by residents within that municipality.
2) Each facility will, when receiving the animal and authorized consent of alteration, will be hold the municipality, the facility, and its agents, servants and employees harmless for any damages in an incidental occurrence.
3) Any municipality shall set for regulations on the conditions within the facility.
