1) It is a violation of an owner to not license a dog or to have a dog unidentified or to knowingly misidentify a dog or to fail to contain, restrain, or present a dog as applies in this article.  It is a violation to furnish false or misleading information on any form or to not do due diligences in handling their dog that results in harm to another dog that is a guide, hearing, or service dog.
