1) Any municipality may make their own laws or ordinances as long as they do not vary, modify, enlarge, or restrict any provision of this article.
2) Local laws or ordinances can impose penalties in a civil action as well as provide enforcement for such violations or provide an appearance ticket, uniform appearance ticket as set forth in 114 of this article.
