1) Adoption means the delivery of a dog or cat seemed to be suitable to an individual or animal shelter who has been approved to own, care for, and provide for said animal. Consumer means any individual purchasing an animal from a pet shop. A pet shop will not be considered a consumer. Full service shelter means a facility that is open at least 12 hours a day to accept dogs and cats and provides an adoption program seven days a week and provides sterilization services. Pet shops will not be considered full service shelters. Sterilization means to spay or neuter an animal, who is at least eight weeks of age.
