An animal is deemed to be abandoned when left at a veterinarian, boarding facility owner, stable owner, or any other person for the purpose of treatment, boarding, or care if:
1) The animal is not removed at the end of a specified time and a notice to remove the animal within ten days has been given to the person that placed the animal in care.
2) The animal is not removed after the specified time if a certified notice is sent by mail and a period of 20 days passes.
3) The giving of the notice shall be seen a waiver of any lien on the animal but will not remove the contractual liability for any services furnished.
